Stage F: Pre-planning / concept safety audit

Stage F: Pre-Planning / Concept Stage

Stage F Road Safety Audits can be undertaken at the pre-planning / concept stage prior to route choice on large scale schemes, such as strategic developments and motorways, and comprises a feasibility assessment on road safety grounds. 

A Stage F Road Safety Audit is not mandatory nor a substitute for Stage 1, 2, 3 and 4 Road Safety Audits. 

Stage 1: Preliminary Design

Examines the road safety aspects after the completion of preliminary design to identify any potential safety concerns and confirm land acquisition boundaries.  Typically, this is undertaken before planning consent is granted.

This requires a site visit and photo survey, undertaken by two individuals, with the consideration of preliminary design and background data.

Stage 2: Detailed Design

Examines the detailed aspects of the design, operation and servicing such as the layout of junctions, levels, contours, locations of signs, carriageway markings, lighting provision and other issues.

This requires a site visit and photo survey, undertaken by two individuals, with the consideration of detailed design drawings, standard details and specification of road works.

* Stage 1/2 Road Safety Audit - If a Stage 1 Road Safety Audit has not been undertaken, the Stage 1 and 2 Road Safety Audits can be combined at the detailed design stage and is referred to as a Stage 1/2 Road Safety Audit.  A combined Stage 1/2 Road Safety Audit is typically carried out where the scheme is of a small scale therefore no preliminary design has been necessary and thus the scheme has progressed directly to detailed design.

Stage 3: Construction

Is undertaken upon completion of construction of a scheme, ideally prior to the opening of the scheme to vehicles and non-motorised users.  This stage Road Safety Audit determines whether a contractor has constructed the works correctly i.e. trip hazards, poor surfacing, ponding, visibility, appropriate signs etc while also identifying any safety concerns that could not be identified until completion of the scheme.

The Audit Team will undertake two site visits to examine the scheme during the hours of daylight and darkness, the latter being undertaken to identify hazards that may not be identifiable during the hours of daylight.  At this stage, representatives of the Police and Maintaining Agent are invited to accompany the Audit Team on the site visit to allow them to participate and offer their views.

* Interim Stage 3 Road Safety Audit –  Typically undertaken following an instruction by the Overseeing Organisation.  This stage Road Safety Audit has the benefit of early identification of potential road safety problems, leading to savings in both programme and design costs, and is particularly beneficial to larger projects with accelerated programmes, such as highway schemes involving early contractor involvement. An Interim Road Safety Audit is not mandatory nor a substitute for Stage 1, 2, 3 and 4 Road Safety Audits.

Stage 4: Post Construction

This stage Road Safety Audit is arranged by the Overseeing Organisation and comprises an evidence-led review of road traffic collisions that have occurred in the vicinity of the highway scheme.  The Audit is undertaken where validated road traffic collisions have been recorded in the vicinity of the highway scheme in the 12 months after the opening of the highway scheme.
